The driving grey pulley transmits rotation to the blue shaft through a friction clutch. The shaft can rotates only around 3 turns because the immobile orange pin allows the green gear (60 teeth) to rotate less than 1 turn. The tooth number of the blue gear is 20.
So for the large turn number, the large trasmission ratio of the gear drive is needed.
