U.S. Marines Black Sea Rotational Force, Romanian soldiers and Latvian soldiers participate in force-on-force training during Exercise Silver Arrow. Silver Arrow is a multinational annual exercise, designed to expedite NATO’s response time during conflict and increase collective defense capabilities amongst nations.
