U.S. Coast Guard Cutter Boutwell (WHEC-719), a 378-foot cutter (Hamilton-class) previously homeported in San Diego, is transferred to the Philippine Navy July 21, 2016, during a ceremony held at Coast Guard Base Alameda in Alameda, California. The Boutwell is the third decommissioned Coast Guard cutter to be transferred to the Philippine Navy as part of the Excess Defense Articles (EDA) program, which offers excess military equipment to US allies in their modernization efforts.
The Boutwell was formally decommissioned in March 16, 2016. She was then sold to the Philippines as EDA and rechristened the Gregorio del Pilar-class frigate BRP Andres Bonifacio (FF-17), becoming the third Hamilton-class cutter to be transferred to the Philippine Navy.

アメリカ沿岸警備隊のハミルトン級カッター・バウトウェル(WHEC-719)が、アメリカ政府の余剰防衛装備品(Excess Defense Articles (EDA))プログラムを通じてフィリピン海軍に2016年7月21日引き渡された。
ハミルトン級カッターがフィリピンに譲渡されるのは2011年、2013年に続いてこれで3隻目で、フィリピン海軍ではこれをグレゴリオ・デル・ピラール級フリゲートとして運用しており、今回譲渡されたバウトウェルはアンドレス・ボニファシオ(FF-17)と命名して運用する予定。
