President Barack Obama addressed the riot in Baltimore on Tuesday, calling on police departments and communities across the U.S. to do some “soul searching.”

“We can’t just leave this to the police,” Obama said, during a joint press conference with Japanese Prime Minister Shinzo Abe. “There are police departments that have to do some soul searching. There are communities that have to do some soul searching. We as a country have to do some soul searching.”

Obama spoke as hundreds of National Guard members descended on Baltimore, a city just 40-miles northeast of the White House after a night of mayhem and violence.

Nearly 200 people were arrested as rioters looted stores, set more than 150 vehicles on fire, attacked journalists and threw stones and cinder blocks at police, injuring 15 officers.
