This new feature is present when you’ve been browsing through an individual page (or “tab”) in Safari. If you tap and hold on the back or forward navigation arrows in Safari, you’ll be present with a list of that page’s recent history. The popup menu will contain the history for that specific navigation arrow. This shortcut was previously only available on iPad, but it seems Apple has implemented it for other devices running iOS 6.
