If you have Cydia Substrate installed (formerly known as Mobile Substrate) on your jailbroken iPhone (which you should as a lot of tweaks require it to work), you can use a feature called Safe Mode to get your iPhone or iPad out of a boot loop and get in to Cydia to disable whatever tweak you installed that might have caused the issue.
