If you turn off then turn your Samsung Galaxy S7 or S7 Edge (or all other phones, tablets, etc) You are not closing background apps and they will still continue to run in the background. Too many apps running in the background can cause your S7 to become sluggish and laggy not to mention take up mobile data and drain your battery.
