Made in 1989 by a company called Galoob, this is really a toy for using outdoors. The idea is that you fill the balloon with water, pop it inside the large plastic sphere, wind up the mechanism, and pass the toy from person to person.
At a random moment, the mechanism will push a pin into the balloon, which will burst, showering the person holding it with water.
