iOS 10 now lets you remove stock apps–but not really. As you can see from this screen recording, when a stock app is deleted, it actually stays on the device.

After deleting a stock app, you can re-install through the App Store. But that shouldn’t work with Airplane Mode enabled, because you wouldn’t be able to download an app without a connection. Yet, as you can see, the app “downloads” just fine without an internet connection. This indicates that stock apps aren’t really deleted when you remove them, and instead, are just hidden from the home screen or temporarily disabled.
